What does "Institutional" mean?

 

Institute, from Latin Institutum — an establishment, identification.

 

The public institute is a structure, the organization, an establishment with the help of which public and personal privacy is actualized, the succession and stability in company are ensured. Political institutes — the state, court, army; religious institutes — church, a ceremony; economic institutes — a division of labor, the property, money, the credit, trade.

Institutional building, that is creation of new organizations, rules, norms, economic subjects is complicated by many objective causes:

  • The economic and social experiments which were taking place at the time of a planned economy;
  • The complexities of reforming caused by absence of certain social and economic and humanistic strategy;
  • Crisis of world outlook installations, simultaneous functioning of the old elements not adapted for the market institutional economics structures, and new, adequate to market relations.

Effective institutional economy structure creates conditions for economic growth and lifting of well-being of the society.

Since 2003 The Russian Agency has successfully executed projects on adoption in activity of local governments of principles and norms of an ISO standard 9001:2000, development of administrative regulations of granting of the state services, and also projects on support and business development.

Institutional consulting in the sphere of small and medium business.

Small and medium business is the major component part of the Russian economy and the goals connected with development of a particular sector, creation of necessary conditions and a favorable environment, are the priority for both: public authorities, and the local government. Small and medium business plays an escalating role in social and economic development of Russia, as its key role is the decision of problems of unemployment and innovative economic development. It is promoted by the best adaptation to change in market, higher tax discipline, lower level of costs, significant innovative activity.

Small and medium business is a base for enterprise activity realization and a foundation for formation and middle class expansion, what means for a sustainable development in the country of mass socially and economically healthy layer, which is interested in political stability of the society, in development of democratic bases, improving human capital. Small and medium business is capable to ensure a competitive diversification of domestic economy. Besides, development of small and medium business is one of determinatives of innovative updating – updating based on realization principles of economy knowledge, human capital, initiative and responsibility growth. Small and medium businesses are the most adapted and mobile at reaction to constantly changing market conditions, occurrence of new niches and market demands.

For achievement of objectives, at federal, regional and municipal levels effective institutional environment with all necessary components and pro-active system of support of the small and medium business should be created. It should allow not only reacting to the various internal and external occurrences, but also to undertake such actions and steps which have advancing / preventive character.

 

Within the limits of offered projects / programs:

  • Research and analytical works in particular directions can be organized and conducted;
  • Actions for advancement (round tables, conferences etc.) business subjects (including a youth and innovative direction, and also foreign trade activities of small and medium business) and to training as businessmen, and representatives of government bodies and a local government, and also the organizations of an infrastructure of support are prepared and realized;
  • Practical allowances and brochures, methodical materials in particular directions are developed and published;
  • Programs and actions for support and development of the small and medium business, containing innovative mechanisms and support instruments, also a monitoring system and a feedback, are prepared;
  • Programs and actions for creation, support and development of the infrastructure organizations of small and medium business support are prepared;
  • Various development models of regional and municipal economy based on small and medium business with allowance for offers on stimulating the demand and development of social support system of the population are presented.

 

Institutional consulting in the sphere of state and municipal management

In modern conditions executive authorities come across serious problems which require of regions of the Russian Federation, municipal unions of the effective approach to administrative activity are put:

1) development of territories;
2) optimal construction of internal activity of executive authority;
3) qualitative fulfillment of the basic functions of division / the organizations, priority directions.

It is a well-known fact that one of compulsory conditions for modern investors is the transparency of activity and clear development strategy of territory or municipal union. In the world practice for achievement of such condition in administrations principles and norms of the international ISO standard 9001:2008 are introduced. They assume availability of the accurate social and economic purposes and development strategy, and also optimal organizational-structural model ОМS, promoting their effective realization.

Development and introduction of standards (regulations) of the state services granting allows establishing requests to which service should correspond and process of its rendering that allows to eliminate various negative factors.

Assistance in introduction of administrative technology on a regulation and standardization of executive authorities’ activity of regional and municipal level based on the international standards of a quality management system of ISO 9000 series;

Assistance in methodological maintenance of the multipurpose centers formation of the state and municipal services (MFC) granting;

Assistance in comprehensive programs of social and economic development of municipal unions.
